It was A. Destutt de Tracy who coined the term "ideology". He shared "ideals" with other scholars at the Institut National des Sciences et des Arts in France who believed that freedom of thought and expression was the greatest triumph of the Revolution. These ideologues were concerned with the origin and formation of ideas, while at the same time striving to ensure that revolutionary goals were achieved.
